Smog check Exemptions,
California requires all vehicles to undergo a smog inspection EXCEPT:
- Gasoline-powered vehicles model year 1975 and older.
- Natural gas-powered vehicles weighing over 14,000 lbs. .
- Diesel-powered vehicles that: are model year 1997 and older.
Or, Have a gross weight rating of over 14,000 lbs.
- Electric vehicles.
- Motorcycles.

to qualify for a Repair Cost Waiver:
- Your vehicle must have been registered in California for at least the last two years.
- You must have failed a "biennial" smog check inspection.
- Your must not have a tampered emissions control system.
- You must not be in the process of selling the vehicle or registering it in the State of California for the first time.
- Your vehicle has had emission related repairs in the amount of $650.00 or greater performed by a licensed Smog Check repair technician at a licensed Smog Check repair station and you cannot afford the additional repairs needed for your vehicle to pass the smog test.

Is California going to change the smog year?
For example, 2020 model-year vehicle will first be subject to a biennial Smog Check in 2028 (2020 + 8 = 2028). That same vehicle will require a change-of-ownership Smog Check if sold in or after 2024 (2020 + 4 = 2024).

State of California Smog Station Duties and Responsibilities,
CAP = Consumer Assistance Program.
01. Test Only Center –- Test Only smog stations can not certify vehicles requiring STAR smog checks.
Smog test only centers are authorized by the State of California to perform all "regular" smog inspections. They are not allowed to perform any smog repairs.
The Test Only center's main obligation is to perform a non-bias and accurate smog inspection.
02. Test & Repair Station -- "Test and Repair" stations are authorized by the State of California to perform "regular" smog inspections, as well as diagnose and repair vehicles which have failed the smog check. Test & Repair smog stations can not certify vehicles requiring STAR smog checks.
03. STAR Test Only Center -- Smog test only centers are authorized by the State of California to perform both Regular and Test Only smog inspections.
They are not allowed to perform any smog repairs. Test Only center's main obligation is to perform a non-bias and accurate smog inspection. They are certified to inspect all DMV required vehicles.
04. STAR Test & Repair (CAP ; Consumer Assistance Program) -- STAR Test & Repair stations are authorized by the Bureau of Automotive Repairs to perform, along with smog check repairs, regular smog inspections and test only smog checks. STAR Test & Repair station is the only type of smog check center which can inspect, repair and certify any and all vehicles. These stations are participants of the State's Consumer Assistance Program and are inspected by the State of California monthly.
STAR Test & Repair stations may also perform smog repairs on vehicles participating in the Consumer Assistance Program. CAP Stations maintain high standards of operation.
05. Repair Only Station -- "Repair Only" stations are authorized by the State of California to only diagnose and repair vehicles which have failed the smog check.
Repair Only smog stations can not inspect or certify any vehicle,
